Castle Rock sign ordinance to go before Town Council for consideration 

Castle Rock builders have expressed concerns regarding the Town’s enforcement of existing sales-signage regulations. Over a year and a half ago, builders were notified that the Town would no longer sponsor or allow common wayfinding signage within the public right-of-way. Since then, increased enforcement - including weekends - has resulted in multiple citations.

Town staff note that restrictions on right-of-way signage, off-premise signs, and wind signs (such as flutter flags and balloons) have been part of the municipal code for more than 20 years, though enforcement had been inconsistent. In 2024, Council directed staff to begin more regular enforcement following a rise in complaints. Additionally, the Town chose not to renew its long-standing Sign Plaza program, further limiting marketing options for builders.

Since then, the HBA has met multiple times with Town leadership and Town Council members, and the issue was formally heard by the full Town Council last June. The HBA has been working closely with Town staff and Fusion Signs to develop a draft ordinance that would help provide an effective wayfinding program for Castle Rock builders going forward. The town is expecting a draft ordinance that would finalize a 12-month pilot program to go before council for consideration in late January or early February. The HBA will continue to keep you posted on any new developments.



Get Involved: 2026 HBA Advocacy Committees & Task Forces 

As we begin the new year, we would like to invite all members to participate in our advocacy committees for 2026. Our committees play a key role in shaping industry collaboration, strengthening relationships with local jurisdictions, and ensuring our members stay informed on the issues that directly impact homebuilding and development across the metro Denver region.

Joint Task Forces
Our Joint Task Forces bring together members with representatives from the highest-growth building and planning departments in our region. These meetings provide valuable insight into municipal priorities, planned initiatives, and opportunities to ask questions directly to staff. In 2026, we will host Joint Task Force meetings with Arapahoe County, Aurora, Commerce City, Denver, Erie and Thornton.

Permitting Committee
The Permitting Committee serves as a roundtable forum for networking and best-practices discussions related to all aspects of permitting. Topics often include municipal code adoptions, fee updates, process changes, and more. Four times a year, we host dedicated “municipal update” meetings where representatives from many high-growth municipalities’ building departments join us to provide updates on their codes, permitting processes and upcoming changes.

Regulated Utilities Committee
The Regulated Utilities Committee offers members a venue to discuss land development, homebuilding and utility coordination. Representatives from major dry utility providers - such as Black Hills Energy, Xcel Energy, Core Electric, United Power and others - attend to answer member questions and provide updates on timelines and processes.

Upcoming HBA Webinar: The 2026 Code Landscape - Who, What, and When?  

On January 21, the HBA of Metro Denver invites members to join an informative webinar covering all things building codes - from the international level to the state and local levels. This session, sponsored by the HBA Permitting Committee, will focus on upcoming code changes, associated cost implications, and which municipalities are planning to adopt new or updated codes, along with anticipated timelines as we move into 2026.

The webinar will feature insights from NAHB’s Jeff Munsterteiger and Nathan Kahre, who will guide attendees through recent and upcoming changes at the international and state levels, including a cost analysis of the new Colorado state energy codes. The discussion will then turn to how these changes are playing out locally, with an overview of which municipalities are preparing to adopt new or update codes in 2026.

Whether you’re a builder, developer or project manager, this webinar will offer valuable insight into upcoming code requirements, cost considerations and adoption timelines - helping you plan ahead and engage effectively in local code adoption discussions.

Colorado Home Building Summit - January 27-28, 2026 

The Second Annual Colorado Home Building Summit will be held in Denver on January 27 and 28 at the Mile High Station, centrally located just south of Mile High Stadium. The Summit will be a single-track symposium offering additional opportunity for robust conversation and debate, as everyone has heard the same presentations and are tracking along the same time schedule.
