CORE Electric Developer Survey

CORE Electric Cooperative is asking builders and developers to participate in its Home Builder & Developer Satisfaction Survey.

This survey is an opportunity for the building community to provide direct feedback on CORE's engineering, design, and development services. Meaningful input from HBA members will help identify areas where processes can be improved and where service can better meet the needs of the residential development industry.

Adams County Survey – Separation Buffer Requirements from Oil and Gas Development

Adams County is requesting feedback from builders and developers as it considers updates to the separation buffer requirements for new development near existing oil and gas facilities.

These proposed changes could have significant implications for future residential development by affecting where new homes can be built, project design, and the overall feasibility of developing land in Adams County. As the County evaluates amendments intended to protect public health and safety while supporting responsible growth, it is important that decision-makers understand the practical impacts these regulations could have on housing development.

If you are currently developing projects in Adams County or have experience working with oil and gas separation requirements, we strongly encourage you to complete the survey. Meaningful input from the building community will help ensure the County has a clear understanding of how potential changes could affect housing opportunities, development costs, and the ability to deliver new homes in the future.

2026 HBA of Metro Denver Impact Fee Studies

2026 Impact Fee Studies - The Home Builders Association of Metro Denver has completed two 2026 comprehensive studies analyzing the development fees assessed on new housing construction across the 16 leading local governments in Denver metro the region. We also produced a supplemental fee study for the northern Colorado region that includes Fort Collins, Windsor and Johnston.  As Colorado grapples with a growing housing affordability crisis, these studies highlight a key - but often overlooked - contributor to rising home prices: government-imposed development fees.

These fees - comprising building permit fees, use taxes, impact fees, and system development (water tap) fees are necessary to support local infrastructure but significantly increase the cost of new home construction. On average, builders in the metro Denver area pay approximately $73,000 in development fees for a single-family detached home and $57,000 for a single-family attached home. This is up considerably from the results of last year’s study that found the total fees paid per home about $67,000 and $52,000 respectively.

By providing side-by-side comparisons and detailed breakdowns, this study helps builders, policymakers, and stakeholders better understand how local development fees influence housing affordability - and where reform may be most impactful.
